KEYNOTE SPEAKER

Major General Andis Dilāns is a distinguished officer with over three decades of service in the Latvian National Armed Forces. He has held key leadership roles, including Battalion Commander, Chief of the Joint Staff, and Latvia’s Military Representative to NATO and the European Union. His academic background includes a Bachelor’s degree in Pedagogy from the Latvian National Defence Academy and a Master’s degree in National Security Strategy from the U.S. National War College. He has also served as Commandant of the Baltic Defence College and most recently as Latvia’s Defence Attaché to the United States. Major General Dilāns brings extensive international operational experience and a strong commitment to professional military education.
